PS Ahmed Calls for Stronger Performance Culture as Ministerial Target Vetting Enters Day Three

Principal Secretary SDNGC, Hon. Ahmed A. Ibrahim, today joined officers from the Public Service Performance Management Unit on the third day of the Ministerial Performance Contract target vetting exercise. He reaffirmed the Government's commitment to improving accountability and delivering results across public service.

The exercise involved reviewing and validating performance targets for the Ministry of East African Community, ASALs and Regional Development, the Ministry of Education, The National Treasury, and the Ministry of Agriculture and Livestock Development. The vetting process aims to ensure that Ministerial Performance Contracts support national priorities and effective service delivery.

While addressing officers during the exercise, Hon. Ibrahim emphasized that every Ministry has a collective responsibility to measure its performance to improve accountability, efficiency, and institutional effectiveness. He noted that strong performance measurement is key to driving better outcomes and building a culture of continuous improvement within government.

The Principal Secretary also highlighted the need to connect staff appraisal systems with Ministerial Performance Contracts. He said that individual performance must directly contribute to reaching institutional goals. He called for the cascading of performance targets to all staff members and ongoing education efforts to establish a results-based culture throughout public service.

To enhance monitoring and evaluation, Hon. Ibrahim encouraged Ministries to create Performance Dashboard Systems. These will help track, report, and assess progress against agreed targets in real time.

He commended Ministries that have made significant progress in performance management. He noted that a lasting commitment to performance excellence is vital for improving service delivery and advancing the Government's development agenda.
